This is appears to be a traditional rechargeable torch but is in fact much more: NiCd batteries, 10 watt halogen bulb (xenon bulb optional), 60mm diameter light alloy lens, concentrated beam, protected batteries (the electronic protection circuit with timer is optional), battery recharger.
